Puppy mills give up.

A third puppy mill operator has surrendered his dogs to the SPCA since changes to animal welfare laws were announced last October.
And it’s these changes that Alanna Devine, Montreal SPCA director of animal welfare,  figures are scaring off puppy mill operators.

“Increasing the fines that people can face potentially, seeing potential jail time, also seeing some changes in the standards that are under the law,” Devine said.

The latest surrender means 50 small breed dogs are now in the care of the SPCA.  They took in 25 dogs from two other operators who gave them up.
